Summary
This position is responsible for cost accounting, fund accounting, bookkeeping, payroll, and record maintenance. The Staff Accountant ensures all highway accounting transactions are performed in accordance with the State of Wisconsin Uniform Cost Accounting Manual.
Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position:
- Oversee cost accounting for the department, including fund accounting, bookkeeping, payroll, and record maintenance.
- Manage all cash transactions, including receipts, deposits, and the preparation of vouchers for disbursements.
- Prepare monthly financial reports and cost pool status in accordance with the State of Wisconsin Uniform Cost Accounting Manual.
- Maintain machinery maintenance records, including classification, depreciation, additions, disposals, and major repairs for all equipment.
- Assist with the preparation of the annual department budget and complete annual reports to the DOT.
- Responsible for job costing related to payroll, fringe benefits, shop operations, equipment, and inventory control.
- Process invoices to the County, State, Towns, and other external entities.
- Prepare annual financial reports and manage the closing of books at year-end.

Education and/or Experience
- Associate degree in Accounting.
- Three (3) years of experience with accounting or bookkeeping, or an equivalent combination of training and experience that provides the necessary knowledge and skills.
Knowledge, Skills, and Abilities
- Thorough knowledge of accounting principles, including fixed assets.
- Ability to work with limited daily supervision and make accurate, independent decisions regarding office priorities.
- Excellent organizational skills and a high degree of self-direction and motivation.
- Ability to work under pressure to meet strict deadlines.
- Ability to communicate effectively with Department Heads, Elected Officials, and the general public.
- Ability to maintain the confidential nature of the position.
Technological Skills
Requires a working knowledge of Windows and the Microsoft Office Suite, as well as knowledge of data processing capabilities as they apply to financial record keeping.
